They're EVERYWHERE

I was working right by the Law Courts building this summer. Of course, you'd think that the Law Courts = Law = Order = Peace = No bums, right? Wrong. You couldn't throw a stone around there without hitting a bum. AND My bike got stolen by one of them the very first day I rode it there even after I had locked it up and everything.
Isn't it supposed to be the LAW COURTS?
They're everywhere over Downtown. The new MTS Centre and Library just provide a new source of income for them, begging off the attendees and aspiring readers.
Why can't they just stay in the North End?

I was walking down portage the other day, and you're absolutely right! Every five feet there's someone sitting there with a hat, or cup, or any other kind of begging bowl. It seems it's getting out of hand already. What did the city do during the pan am games to clean up our downtown so much. I didn't see one beggar during the games.

Just a thought - maybe we need to invest the money we give these panhandlers into programs that will get them off the streets, or keep them from getting "on to the streets" in the first place?

I don't think it was a bum that stole your bike. More likely one of our investments (welfare collector) that is walking around w/ the same "G-unit" shirt and track pants they have been wearing for the last 7months. My suggestion to your little problem is we implement a relocation program. Perhaps to brady road? Having all the bums at the dump would benefit everyone. Enviromentalists would be happy to see that more is being recycled, The city wouldnt have to pay for clean up of deseased homeless, taxpayer joe wouldnt be harrassed everytime he walks to work and we wouldn't have to spend as much money on street cleaners, police, and soup kitchens.

Bums are everywhere, and they tend to get around quite effectively which is why you see one on st mary and memorial and the next day hes on portage just outside the Army Surplus. Its how they got downtown from the North End in the first place. Chances are they came here by bus with ReedSoloman.

A thought! instead of making it illegal to panhandle, why don't we make it illegal to GIVE money to panhandlers?

That's kind of the same idea as prostitution. It's ok to sell your body. But its not ok to buy it. Atleast this way you have an opportunity to stop it right? Maybe that's not such a bad idea.

Wasn't there an article or two not long ago about pan handlers bringing home six figure salaries? (I think it was $200000 or so...) Think about it when you see a bum/panhandler next time...

And as for your bike there is no were safe but right in front of your eyes. If this city has shown me anything its trust no one they all have their own agenda.
