Winnipeg Road Construction

A rant by: Felix

I am ranting about few things I noticed the last little while. One thing is road construction. On Saturday evening I was driving into a little town called Kenora. They stopped the little bit of traffic in one lane while they asphalted the other side, then they let the traffic go the other way. ? on a Saturday night. What gives, we can only do that during rush hour in daylight during the week. I think Big B may have talked about similar situations in big cities. Another thing, coming back into Winnipeg turning from Trans Canada Hwy. north onto Lagimodier, there are two lanes of traffic coming at you, can\'t they make a merging lane for a few hundred meters. Then just over a week ago, city workers ( at least 10 of them ) resufaced the bus loop on Raleigh Street. It probably took most of the week, couldn\'t they have sloped the asphalt so the water runs into the ditch. Now the buses have to enter through a big puddle of water.

First of all, our lack of merge lanes is pathetic! Secondly, Don't we have surveyors working for the city? I don't know about that bus stop you're talking about, but all over the city I see recently resurfaced roads that have huge puddles that don't drain to the sewer. I know our city workers like to take their breaks, but maybe the surveyors should cut down on puffin the cheeba during their breaks, our roads might become less of a roller coaster ride.

Im actually a surveyor for a road contractor so i know a bit about the subject. The problem is that the city crews don't have anyone to be accountable to. If a private contractor gets a street package there is usually an engineering firm that oversees the project including survey. If drainage problems or other occur the contractor is required to fix the mistake. The city crews are pretty much glorified welfare. If you ever see asphalt ramped into sidewalk ramps you'll know a city crew did it, cause private contractors aren't allowed because it looks terrible and chips off. Also city crews never use the appropriate signage for paving projects. A private contractor will be shut down immediately if they dont have signs and flag people.. The city crews have neither most times. This double standard would be easily fixed by contracting out all street repair. Im not exaggerating when I say that a city crew will take up to 5 times as long for regular street maintenance. How often do you drive by a barricade covering a hole in the road, Something that would take 10 minutes to pour and finish...pathetic

Hmm... so my question JT is this, since you seem to really know what you\'re talking about. Is there any reason why resurfacing the intersection of Narin and Archibald/Watt took 8 days? To me the project seemed simple- strip down the old stuff and put down new stuff... but at the same time I know it\'s never as easy as it looks. However... it just seems like it took much longer than it needed to and cause a lot of traffic nightmares for over a week.

I agree with JT. When the south perimeter was resurfaced Mulders and I think Maple Leaf did the work. They went from Waverly to Portage in about 2 weeks. The provincial crew did the Pembina bridge (la salle river) and it took almost as long. It just goes to show you that contracting work out pays.
